USB 2.0 Dos Drivers to run Ext. HDD

CPU/Ram: Dell 667mhz 192mb ram

Somebody please help me! I just got a external HDD enclosure kit. I put an old 10GB 5400rpm ATA-33 HDD in it. I would like to be able to boot to it or use it in Dos, but cant get it to work. I've tried duse.exe and others but it never works. Could someone please explain in detail how to do this. Thanks.
