NTKERN.VXD can not load USB ROOT HUB

I am having this problem... In device manager (Dell Latitude CPx 500MHz laptop running win98se) my USD root hub has an error "The NTKERN.VXD device loaders for this device could not load the device driver (code 2)". I have followed all solutions I have found (including http://www.computing.net/drivers/wwwboard/forum/463.html ) but no luck with anything. I have even gone as far as to replace the motherboard because I was sure it was a hardware issue when nothing else worked. Does anyone have any other recommendations or solutions? If I cannot resolve this in the next few days I will re-install win98se. I have uninstalled all of my USB devices and still cannot get this to work!!

i also had a problem with getting the creative pc-cam 300 to work correctly. the device manager said the the ntkern.vxd was not working. anyway, i went to www.microsoft.com/directx and downloaded the latest version. after installing everything worked fine. good luck
