I was deleting things off my computer and think that i may have deleted my sound somehow. Do i have to buy a program to reinstall it or is there an easer way to recover this.

You probably deleted the driver for your sound card. If your computer came with a recovery CD, you may be able to use that to get the driver. Otherwise you need to find out the manufacturer/model of your sound chipset, and go the the manufacturer's website and get the driver from there. What is the manufacter/model of your computer?
What version of Windows are you running, because I don't know what "Windows do" is. (Made a typo and meant Windows XP?)

the computer is a dell insprion 1525 and it has Windows XP. i wouldent be able to download anything that would recover it? or do i have to buy it from the manufacture

No, drivers are freeware and can be downloaded right from the manufacturer's website. Download and install the driver pack here:
