My computer doesn't recognize my video card

I had to restore my xp and now I can't get my computer to recognize my Ati catalyst radeon 9250 pci 256 mb video card. I reinstalled the software disk but the drivers wont download, when the video card is hooked up the screen is black except for the windows logo but it doesn't go any further. I have to unhook the card and take it out of the slot for my computer to work. Any helpful suggestions?
