I/O driver missing or corrupted?

CPU/Ram: 64mb

My stepson's PC will not load Windows 98 cos of the above. I did a step by step boot and 'I/O driver missing or corrupted or system low on memory' comes up after mouse.vxd. Also when I swapped drives for a Windows Me one it was fine until it couldn't find a driver for the mouse. Could the I/O driver be a mouse one and can I do anything to get Windows to load?

sorry, it's the ioem.sys driver to be accurate.
