Did you download the 'PCnet-Home complete software suite and hardware reference files' package ??

yes it contained drivers for all windows except 3.1

According to this WfW3.11 tutorial NDIS driver needs to be offered, and I believe a NDIS folder is in the package....

As this driver is only for NETBIOS you may wisht to update to have TCP/IP compatibility:
