How to get wireless capabilities w/ no modem

I was given a linksys WUSB11 Ver. 2.6 Adapter without a cd for the product. I am using this with a desktop and have Windows XP. I went to the linksys website and downloaded drivers to my USB port and tried to install those on my computer and have been unsuccessful. I was told you didn't have to have a modem to become wireless. I was wondering why I have been unsuccessful? I don't have an internet service provider currently but neither does my neighbor and he is wireless and has an adapter as well. Where am I missing it?
