Comment:

Every time I restart my computer, my network driver, graphics driver, and sound driver will be uninstalled and need to be reinstalled to operate.

The graphics driver requires a reboot to be installed, so I cant even install that cause everything just resets when I restart the computer. I havent found anyone whose had this problem. Any ideas?

The best way forward is to wipe the drive with KillDisk and start afresh......

check your bios.
the bios can cause clashes with PCI cards installed.
Eg. your system might already have an embedded sound card. You can still install another sound card via the pci slot.
This can cause problems

By the way you have an amd k6 proc system which is old.
The worst part about your crisis is WIN 2000
This os has given me hell when installing hardware i suggest u upgrade it to win XP or linux.
Remember if u install a PCI card on one slot it will only work on that slot and no other slot. The driver has been installed and set in the registry for only that slot
Again please check your bios and reset it to default settings
