DOS Driver; linking CD-R to Portable

I have a TEAC CD-R/CD-RW that I need to link to a portable Cassiopea FIVA.

I have lost contact with Windows 98 and want to reinstall it from the CD-R

Anybody knows of DOS drivers to link these two machines.
