Do I need a monitor or a video driver???

I have just formated my HD and loaded Win 98. I'm searching for an updated driver for my monitor, but I am not sure whether I need a monitor driver or a video driver. My monitor is a Proline monitor (can't find this manufacturer anymore), and in the past (my old OS, win95) I've had good resolution. Now, I can only get a max of 16 colours. Is this a monitor or video driver issue?? Do you know where I can get an updated driver? Unfortunately, the drivers supplied with my PC (5 years ago) are old, and for Win95, not Win98.
