Directx won't update to Directx 9

I cannot upgrade directx 8.1 to 9.0b. When I do try, it stops at extracting JOYSTICK.INF saying it cannot copy this necessary file and stops. No further information is displayed.
Please, if anyone have any ideas what I can do, it'd be much appreciated.
