Corrupted or Missing Drive - Code 39

While trying to install a new Photo Scanner, I receive the error "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)" I ran through Windows Troubleshooting suggestions and cannot resolve the issue. What can I do to fix this problem? Thanks!!

It is a HP Officejet Model J-4580 All-in-One (Printer, Copier, Scanner, Fax machine).
