Chinese WEB cam and 2 issues

a)There is a PC, a web cam (On usb) and a CD(applic+drivers). When introducing CD, autorun is executing and is installing the aplications found there(including drivers). After this I found the cam listed on well known boring Other devices(with ?). I remove this and install driver from I:\drivers\setup.exe (on CD)with cam plug out,and after rebooting without USB wire there is no more otherdevices but no cam device either! If I reboot with USB wire cable the computer stops booting till dragging out the wire! After booting if I replug the wire I see the cam device after a while! Is that an elegant method?
b) On CD are a lot of directories with drivers (INF, SYS). I do not know wich of them to use in case of a manualling method! What si the connection between those directories (their drivers) and C:\windows\inf \other directory
