CD-RW 8x4x32 won't format

In Windows Me, CD will write to a formatted CD but just hangs if trying to format. I suspect a conflict with Networking. Have updated network card driver. Have to reboot computer to free up CD. Using MS standard driver for this generic device.
The last time this happened - uninstalling the network the CD formatted OK, using Direct CD v3.03.8
