Cannot find cdrom on PC

I formatted my Hard Drive and was trying to load Windows 98 on a PC and I get the following message when it looks for the CDROM.

I am new at this. Can I get some step by step instructions for loading the correct driver? I am using a 98 boot disk from bootdisk.com.

You have the correct driver, it is a hardware issue, is the Optical drive recognised in the BIOS ???
I am presuming you are using the W98SE OEM Boot Disk !!!

Yes, I am using the Windows 98 OEM Boot disk, not Windows 98SE.
The BIOS was password protected and nobody knew the password, so I took out the battery for a couple of minutes to remove the password. Do I need to update the BIOS?
