I used Driver Sweeper to remove old ATI graphics driver and was installing a new one but it is showing an error message- "Failed to load detection driver".I tried other drivers also but same problem. Even WEI is also not working and showing a message- "The Windows Experience Index for your system could not be computed.".
Try restore the system with restore point earlier
What video card? Are you getting the newest driver from ATI or AMD site? I've seen problems with older systems that gave errors because the newest drivers were not digitally signed. If the latest drivers don't work, start working your way back through the latest iterations.
Also important is to follow the uninstall procedures exactly. Look for that link on whatever page you're visiting.
Complete system specs would be a help.
