what are the latest word processors available for standalone dos, that have most (if not all) of the useful features of modern windows word processors (such as ms word , jarte ,abiword etc.)

What do you want in a word processor for DOS? I was thinking of suggesting Word Perfect 5.1 (but it is not free).

ability to insert tables with borders (not fancy stuff,simple borders would do ), pictures ( bmp gif jpg formats ) in a document

Most of the windows word processors you named in your examples do not have the ability to do tables. They, tables, seem to be the real dividing line between complete word processors and text editors.
If you want that plus picture handling, I suggest you buy a copy of either 5.0 or 5.5 Word from MicroSoft, or better yet, WordPerfect 5.1 or 6.0. 6.0 is the last major DOS word processor offered. [Corel was still offering it for several years for use on laptops (they can be slow in Windows) or for those who still wanted DOS.] It gives you a choice of full graphic interface (You can see what you are doing just like Windows. It converts to the Windows WordPerfect files (open each other) and handles photos well. It also can use trutype fonts as well as DOS fonts. Look for either the MS Word or WordPerfect on Ebay and you won't pay a lot. Wordperfect was always considered the top of the heap for DOS and now if you shop you can get a $500 program for >$10.
Your list of wishes means you need a full featured program, and WP will work with most laser printers even now. A prof at Columbia university maintains a web site with updated drivers and support for the new Euro symbol. http://www.columbia.edu/%7Eem36/wpdos/
