Simply put formatting a disk or harddrive enables the drive to store information. It creates sectors etc which organizes information. It is almost like having a filing cabinet without folders in it and you just toss about 1000 sheets of paper in the drawer and close it. Later when you open it you will find it impossible to find anything. Also formatting a harddrive or disk will completely destroy any information that it presently has on it so don't format a drive or disk unless you know for sure you do not need anything on that disk.
