Yes, but there are free versions available:

FreeDOS

Caldera

.. probably others - might even be links on this very page

If you mean the original DOS version it came with PC DOS 3.3 (released Apr 87)

I don't think that they were looking for a history lesson, but a DOS download source for this humble relic.

Nearly any DOS will run, as far as that goes

Yep, but hey, Alexzero77 asked for the "best Dos" which imho is probably MS-Dos 6.22 or Wengiers 7.1.

Subject to (apparently your) interpretation - although I'd hardly call "DOS7.1" the best for such an antique system - most of the features would be unneeded, and the memory footprint is considerably larger than older versions.

IBM DOS v3xx or MS-DOS v5 or v6xx would all run fine too

But, as it says on the confirmation page: "DO NOT ask.... "

FYI DOS 7.10 is not and has never been an "official" version of MS-DOS. I would agrr wholeheartedly with JBOY FreeDOS or DR-DOS is the way forward.

Though personally DR-DOS is the way forward due to the Manuals being available on line:
