what is command interpreter

I have partitioned and reformated a new hard drive (Quantum Fireball) at first it let me reload from the factory disks all was well until rebooting i now have an error message saying "Type the name of the command interpreter )eg., c:\windows\command.com)
What does this mean, as typing c:\windows\command.com, just brings me back to the same error message.
Would be greatful for help as is most frustrating!!!!!

I suspect that your install disks are corrupted (Disk1 anyways) A quick test is to boot with DOS disk 1 and then F3 your way to the A:\ prompt. Type format C: /s when formating is over remove the diskette and reboot. You should come to C:\ prompt and be asked to enter the time. If that doesn't happen, then borrow a different set of DOS disks and try again. If you still can't get it to work, then the Hard disk either has a boot sector virus or the hard drive has failed.

I have the same problem with a quantum fireball cr 6.4g..
I used xcopy to copy my old drive.
I haven't found the solution yet but I find that if I press f8 when starting I still get the windows boot menu.
If I select the dos prompt and type win, windows starts fine.
It also starts if you select safe mode.
You can then restart and windows starts normally.
I can reboot as much as i like after this and everything works fine until I shut down AND
power off.
When it restarts it comes up with the "type the name......" message again.
So for now I am holding down the f8 key when I power on.
