USB drivers in DOS for CDR drive

trying to get dos to read from an HP external USB CDR (8290 or generic 8200 ext) have tried booting with the Panasonic ASPI drivers, the DUSE 4.9, the Motto Hairu (Di10000dd) and USBCD.sys the message says 'no USB devices found' obviously I am missing something. any suggestions?
