I am a novice computer DOS user who has
always had a WIN O.S. to use. I reciently
had to format my hard drive with the help of
a friend, but now I cant get my computer to
recognize my cd/dvdrom, which runs off the
USB port. My friend and I found a generic
DOS based cdrom driver prog, but I cant get
the computer to recognize the USB port. I
need help please.

Windows 98 does not need a DOS USB driver, it needs a Windows 98 USB driver.
This should be posted in the Windows 9x Forum.
Your DVD drive came with the USB driver for Win98 on a CD.

Reread your post. Are you saying that you cannot install Win98 ? Ok you need to set up the usb driver on the boot floppy. What driver are you trying to set up ? Like for DUSE config.sys would be :
device=a:\himem.sys
devicehigh=a:\emm386.exe
dos=high,umband those drivers (himem.sys and emm386.exe) would need to be on the floppy. Then autoexec.bat would be :
duseldr a:\duse.exe
MSCDEX /D:USBCDROM /S /M:15 /Vand duseldr.exe, duse.exe and mscdex.exe would need to be on the floppy.

There are a bunch of USB DOS drivers. You need to do a web search.
The drivers which work for me are:
device = \util\aoatapi.sys /D:oemcd001
devicehigh = \util\USBASPI1.SYS /v
devicehigh = \util\DI1000DD.SYSHTH

NTFS Reader for DOS comes as FREEWARE, and includes the latest versions of the elusive USBASPI.SYS and DI1000DD.SYS files. Go to: http://www.ntfs.com/products.htm and download the "Bootable Floppy Disk Creator for NTFS Reader" and/or the "Bootable CD ISO Image for NTFS Reader".
While NTFS Reader for DOS itself will not read FAT32 disks; the boot disk has an option to load the drivers necessary to allow you to read HDs, CD-ROMs and (some) Flash Drives attached to the USB port. The boot disk also has a few other nice tools included.
