TSR programs for key mapping

hi, I need to know about how to make a tsr program and how to make it work with Windows Nt 4.0. The tsr should map specific keys predefined in an external Data file. i use a cad package which could load the tsr program upon entering and it has the ability to edit the external Data file updating any keys as needed and it would need to update the tsr if needed to read the new list. The key mapping would be for short cuts to run the cad package.
Summary: right, TSR = Terminate Stay Resident it loads into memory like an ordinary prog, but then tells dos that its staying there, sets the memory and leaves. depending on how its activated it then pops up...
