Trick Keyboard?

I'm trying to edit config.sys & autoexec.bat files. I rebooted my PC in DOS mode. It ends up at "c:\windows>" after booting. I'm trying to change to the root directory to get at the above files. My keyboard won't let be type a "\" instead I get some funny character and my intended CD c:\ command can not be executed! I've checked my keyboard set-up in the control panel and it's set on US (103). Obviously in DOS, Windows is not running so is this set-up different for DOS? When I did a fresh install of Win98 I think I set the kepboard to Canadian standard but even so the "\" key is in the same place. Also noticed that if I type CNTRL-Shift the keys all change and then I'm really screwed up. Also some of the other keys also cause a changer in the mapping (ex.[,:).
What is going on?? How do I restart in DOS and get a standard keyboard, especially with one with access to the "\" key?

In windows the keyboard works fine.

www.powerload.fsnet.co.uk has a page on keyboard settings for DOS. It is intended for British/UK users, but gives examples for French, French Canadian and Canadian.
