I was wondering how I can access IDE driver files I have on my thumb drive in DOS in setting up a new HD. I don't have access to my cdr to burn a copy. Any help?

Why do you want to use dos to access the thumb drive when you're running XP? If you don't have XP installed already on another drive you should be able to boot up with the XP cd and set up the drive.

But if you really want to use dos there's some sample config.sys configuration at bootdisk.com that may give you dos support.
