Can anyone tell me if there is a TCP/IP Stack for DOS. I'm looking for a development environment to connect a DOS based PC to a IP structure.

I would suggest that you download and register Arachne and join the Archne forum. The TCP\IP stack is GPL and the forum gives you access to some very bright people who probably know as much about TCP\IP development under DOS as anyone on earth. Most of the programing these folks do is done with DJGPP, so you'll want a copy of that as well.
