i'm using when win98, whenever i try to restart from the start menu to msdos mode, i got a cursor blinking, but the prompt does not appear, i tried to ctrl-alt-del but in vain. what is the problem?

I think you should look at your .PIF files.

Also I think this problem would get a better response on the Win9x Forum!

Try to run \Windows\System\MsConfig.exe, then go to Advanced and look if Fast Boot is disabled. If it isn't, try to disable it and reboot your system.
