Send notifications to iPhone or Android from DOS via TCP/IP

Specs: DOS 6.22

My config:
80486 MS DOS 6.22 MS Client3 WG1049 Server add-on TCP/IP = DOS shares OK

I would like to be able to push notifications to Android devices and iPhones. I can do this from Windows using servers such as Prowl for IOS and Notify My Android (NMA) for Android.
Ideally I'd be able to send a push from a batch file or from the DOS command line.

Here's a link to the public API for Notify My Android.

Anyone have any insight as to what may be necessary to pull this off ?
Is there a simple command like WPUT or WGET that might work with DOS ?
