Search for a specific lable in a dir

I'm new to batch programming .
Could some one help me with the following requirement
I have a text file with a set of labels
Label1
Label2
.
.
.
I have to search if each label is used in any one of the files present in the directory
If present i need to route the list of files that contains the label in another file
eg:
Label1 : File1,File5..
Label2 : None
Label3 : File6..
