Running Old DOS program in Windows 98?

I have an old DOS program that needs windows to run, but when I try to run it in windows 98, it won't run. It gives the error message, "Needs Windows to Run". Is there some way around this? The program in MapDraw.
Well, I had to install it via DOS. I was told that it used to run fine on Windows 3.1. I tried running it from Windows 98 and I get the error, "This program needs windows to run." I have no idea how old the program is, but the guy I'm trying to install it for said that he needs it pretty bad, so any help is greatly appreciated.

I'd try reinstalling it from the "start/run" box, if you haven't already. If it says it needs windows, then its not a dos program. Most win3x programs will run in 95 or 98. In fact, most dos programs will, too.

it may be a windows 3.0 file, i know that most win 3.0 files will not run under win9x, for some reason, it will run a command prompt, and say "this program requires windows" or something simmilar, and then exits.
