While many legacy DOS applications get difficulties in running under Windows XP, others can do it via the NTVDM emulator.
The trick is to full understand what the application really needs; so if you may be more accurate in describing the troubles you got, I and the other guys in the forum may try to put your DOS software to run.

First of all, .sys are not commands but usually device drivers listed in the Config.sys file that can be mapped to some extension by its counterpart Config.nt and the same for Autoexec.bat by Autoexec.nt.

The way you want to try booting the CD-rom seems to me very questionable.

All operating systems boot from a primary C drive set active on the hard drive. You will need to use a boot loader.Windows XP has one that can be used to choose between booting from XP or MS-DOS(including the Windows 9X and ME if it was the case). You can make a C drive about 2 or 3 Go in size for basic dos and then make logical drives with letters D(E etc if you wish)for the balance. You install dos on C first and install XP on D next.Windows XP should install the boot loader without any outside work on your part.Trying to setup dos after Windows XP is installed is more tricky and requires a good knowledge of boot loaders.Good luck.

The upper limit for MS-DOS 6.22 partition size is 2 Go.

MS-DOS 6.22 is very old and out of date so it can only see 2GB partition max. Many newer versions of DOS, like MS-DOS 7.10, don't have this limitation at all.

This is about NT4 and M$-DOS software, most applies to XP as well:
