It's not clear what you want to do. Are you asking about a telnet server which runs on DOS on one computer which will allow you to make a telnet connection from another computer running Win98?

No, i am looking for a way to turn my Windows 98 (it's DOS based, Windows NT is not) into a server that i can access through SSH or telnet to access ONLY dos.

I don't really know, you'll have to seach around on software archives and depositories and see. It kind of tedious because these archives don't really respond to search engines. I do not believe there is any FOSS development on anything like this because Win98 isn't considered a suitable server platform for this kind of development, possibly somebody working on something like this for DOS (due to FreeDOS development). But, at least it's now posted here with a good example of what you want, maybe somebody who knows of something that is free to use will respond.
