ALright, so I had been getting error messages and such, so I had decided to reformat my hard drive. I went to do it, and things went haywire. Right now I have created a partition, but I cant do much more than that. Format will not run under any circumstances. I think it is beginning to look like I have a virus but I can not figure out a way to run a virus check. I just need to find a way to format the hard drive or to figure out how to run an anti virus check.

This is the DOS forum, not the WinME forum. I'll answer with the assumption you want to use DOS to fix your problem.
First, get a Win98 boot disk and bootup your computer using the diskette. You should have no virus using a clean boot disk. Run fdisk from the book disk and make sure the partition your created is OK. I'd suggest you use a FAT32 partition instead of the old FAT16 partition type. If the partition is OK, then run
format.com c: /susing the diskette to format the hard drive and put the Win98 bootup files on it.
Make sure if you do make any partition changes, you completely exit from fdisk and reboot the computer BEFORE you format the hard drive.This would avoid any virus problems. Win98 boot disks are a nice thing to have handy for problems like this.
