DVD DISKS use the M-UDF format and it
depends what you want to read.

Quickview Pro is a Media Player

CDRoast is Burning Software

I am not sure that MSDOS and compatible
can read DVD Data Disks, anyone?

If the DVD File System is stated as CDFS in
Windows, I believe that you need MSDOS 7.1x
which is the MSDOS incorporated in Win95B/C
& 98.

I have checked Windows states CDFS File System and Nero states ISO9660/Joliet (mode1), anyway DVD Data Disk not readable by MSDOS 6.22, but OK with W98SE Boot Floppy (MSDOS 7.1x)
