I have the same problem, i have 3GB of RAM and 40GB of HDD space, 4GB for page file up to 8GB but after i edit config.sys in C:\ and config.nt in c:\windows\system32 it works fine after ive restarted my pc. edit the config.sys in C:\ and type these FILES=100 and under the files=100 should be BUFFERS=100 same thing in c:\windows\system32 edit config.nt at the bottom type FILES=100 and under the files=100 type BUFFERS=100, save and restart....

If it's some old dos program the error may refer to not enough available memory in the lower 640K, where those programs usually ran. Or it may expect some expanded memory to be available. That is normally set up in config.sys by the himem.sys and emm386.exe commands. You may have 3 gig or ram but unless it's set up by dos for the program it's not usable. I doubt the error is coming from the FILES= and BUFFERS= lines.
Anyway, that's how it would be for dos and 9X. But windows 7 may be completely different. You might try googling something like
"windows7" config.sys or posting in the windows 7 forum.

I dunno win7, but like DAVE says it's unlikely to be FILES etc.
You didn't bother to say what app is giving an error. In my experience that error is very often caused by a corrupt executable. Most apps check for available memory [and other stuff] as soon as they load.
