Problems Running Debug DOS Command

CPU/Ram: 1.7GHZ/256 MB

Hi,
I have run into some wierd problems running the DEBUG Command on the NT Server.
The DEBUG EXE file is present in the System32 directory and all other commands in the directory (like at).
The system32 directory is present in the %PATH% variable on the machine.

Any help on this stupid problem would be much appretciated.
