Reply: (edit)MASM (Microsoft Macro Assembler) is not a compiler. It is an assembler. There is a big difference.
As far as I know MASM is free. You should be able to get it at http://win32asm.cjb.net
Alternatively you could use NASM. It is a free open-source assembler that is very popular and just as powerful as MASM.

Reply: (edit)You used to be able to get MASM 6.14 for free from, believe it or not, Microsoft. It was included in the Windows 98 DDK. If you want to assemble 16 bit apps though, you will need the 5.1 linker.
