Is there a phone dialer program like in windows for dos that will work on an 8086 cpu with only 512k ram???

See if you can find a copy of M$Works 2.0 or 3.0. It's an integrated program that includes word processing, spreadsheet, database and communications. You might also try old Lotus 123 or Wordperfect editions for DOS. I've never used Lotus or WP for any length of time so I can't tell you how.
Addlitionally, you might post on the office software forum.

Works 2 and 3 have a dialer integrated into them. I also believe WP for dos also does.
I've sent spreadsheets and form letters all over western USA using Works2.0 on a 7Mhz 8088.

Do you have a modem that works with the phone line in your location.
What do you hope to connect to and at what speed.
With old pc's the speeds at that time were pretty low (like 1200 baud) and one tended to link up to bulletin boards and the internet was unheard of.
For example I used to connect to viewdata and also had terminal emulation, but a modern modem will not let me do this.
I may be able to find a copy of the old dos based general communications program, but really require more information from you.
As a matter of interest, where are you based? I am in Hammersmith, West London.

I'm located in Florida. I was going to use the phone dialer program so I can call someone on the computer (like a phone book.) Mine has a 2400baud modem. My computer has a 8MHz 8086, 512KB RAM, or, just look up IBM Model 25. I am currently using Windows 2.03 Terminal on it. But, after I give it the ATX3 command and dial using ATDT, i like to use it like a speaker phone and the real phone as a microphone, but it hangs up saying NO CARRIER.

Depending on the communications package you are using, if it is old and dos based it may have the option to output sound to the pc speaker (repeat pc speaker).
Sometimes the option can be set to provide sound only for when connecting or for the whole session etc.
It mat not be able to output sound(s) to the speakers connected to a sound card,. Possibly you will have to investigate what you can do with the modem's telephone port (if it has one).
