Probably the CMOS lost the HD setting.

The partition table/MBR is trashed.

or

The 'system' files

io.sys
msdos.sys
command.com

went away.

I think this was a government computer and they scrammbled the hard drive what can I do?

Have you checked to see that *NO* floppy disc or CD has been left in the pc.

If they have AND they are non-bootable AND the boot order looks at eitheror both of them before the hdd, this is the fail message you will get.

If the hdd really has been wiped, suggest you consider:-
FDISK to partition
FORMAT to format
install o/s as Mechanix advises
