NT Server and dos window

I run a dedicated gaming server on NT Server.
When the server runs it has a framerate, which appears at the top of the window. It used to run at near 100 but now is capped at 64. When I run the exact same program on Win98 it starts at near 100 FPS. Did I change something without knowing and if so how do I change it back?

1) What program?

2) What timespan is there between the 100 FPS and 64 FPS? 5 minutes? a day, a week, a month?

The game is Half-Life.

Its run from Win NT Server Service pack 6.

It used to run at near 100 a while back.

It's been capped at 64 for more than a year.

Other than the service pack ugrade I havent done anything that I know of to NT directly.
