Are you using the Panasonic version 2.06 USBASPI.SYS and USBCD.SYS version 1 ??

Your autoexec.bat is wrong it should read:

mscdex /d:USBCD001

Have you enabled USB in BIOS ??

Have you enabled boot from USB Floppy in BIOS ??

Also try the DATOPTIC self extracting boot floppy if the Panasonic driver is not recognising USB controller !

Download links: www.mwpms.uklinux.net/usbfire.txt and look thru http://www.computing.net/dos/wwwboard/forum/13845.html

I have two usb device ,one is cdrom for usb2.0 ,other one is floppy disk maybe for usb1.1.
When I use USBASPI.SYS /v/w it say
Controller: 00-07-2 VID=8086h PID=7112h (0000h-0000h) UHCI
: I/O=FCE0h-FCFFh
USB Device: HOST [00-07- VID=2 VID=8086h PID=7112h (0000h-0000h) UHCI]
: |--VID=03f0h PID=0207h FS
: ^--nothing
ERROR : Target USB device not found

When I use USBASPI.SYS /e it say
"PCI UHC2/OHCI/EHCI USB host controller not found"

And both of it say:
ASPI manager not installed.

what is the problem?

This could mean your portable does NOT have USB 2.0 support - only USB 1.x. Can you confirm the specs?

If only USB 1.x, the use:
devicehigh=USBASPI.SYS /v /w

>: |--VID=03f0h PID=0207h FS

But here is the device:
03f0 Hewlett-Packard
0207 CD-Writer Plus 8200e

So the question is why is it saying
> ERROR : Target USB device not found ?

Can you check the HP web site for firmware updates for this product?

Try searching this forum for similiar complaints on an HP USB CD rewriter
