I need help in finding a os that is free and Ms-dos compatible i need it to run 16-bit programs it has to run on a celeron4 512mb ram
30gb hdd. if possible can you also refer me to a gui

What exactly do you want when you say "refer me to a GUI". Do you want a GUI that you can use, with Freedos, a GUI you can modify your program to use, a standalone GUI which has nothing to do with DOS? Unless you clarify, you're going to get a whole load of random answers.

A gui similar to miniwin98 or seal but easy to deploy
