I need to boot to a network using a cd. I can boot from diskette with no problem. I have tried to place this boot disk into a ramdrive, but I get the error "unable to find security settings file". any help with creating a network boot cd would be greatly appreciated.

To be of any help to you, I'd first have to know how you made the floppy boot disk. Network Client Administrator for Windows NT Server? MS Netboot?
Beyond this I'd also have to know how you want to use the CD. Have you made a bootable CD? Have you used a workable BIN file to make it work? A bootable CD will boot as though it is the A drive, but keep in mind, a CD is still read only. It may be trying to update information on the CD.

I've had the same problem but after copieing the ndishlp.sys file and placing it in the right path in the config.sys it' worked.
