is there a command that will let me see a list of users connected to a network, and do i need to be logged on as a admin or anything if there are?

This query would get more response on the XP or NT Forums than here, Since XP's Command Prompts for Networking were NEVER part of DOS

Yes there is a way to list all connnections to a current network:
net view
also try:
new view * for a list of s--- you can do with it
