Need to partition my hard drive but fdisk does not work!

I can not do the fdisk from my computer. I booted up with a win95 boot floppy and when I try to do the fdisk command it says incorrect dos version or something like that. I am trying to partition my had drive I have no operating system on the drive and it is not partioned only low level formated. Does anyone know how to fix this? or where to get an older version of fdisk on a floppy that might work with my old pc??
