need help for DOS script

Hi, I am new here. Can some one help me with this? I have a file "a.txt" like this: "... abc def ghi 1234567890abc000654321sdasdas ..." I want query out the 4th line from line abc and cut out the position from 14 to 22, which is "000654321" and then write into a file like this: "abc 000654321"
There is no DOS in Win2K, and Win2K uses NT scripts, not DOS scripts. DOS scripts and NT scripts are different script languages, though kind of similar in appearance.
