For low-level formatting your best bet may be the program named "SpinRite" from Steve Gibson

First of all.. low-level format term is being misused by everyone today.... look at... http://freepctech.com/pc/001/007.shtml
you dont need a special program to fill your hd with zeros.. just open it with a linux boot disk and do
dd if=/dev/zero of=/dev/hda

For Quantum hdd only: Go to your favorite search engine and search for zdisk101.exe this is a quantum utility to write drives to zero.
