MS-DOS 7.1 is not available on its own. You can restart in DOS mode and use the files in C:\windows\command instead. Be extremely careful if you get an earlier version of dos and try to install it, as it will overwrite your win98 boot files.

There is a method to "dual boot" with dos 6.22 and win98, but it only works if you have fat16 file system.

It isn't available seperate from windows, but anyone who knows much could take the dos utils that come with windows, and make it into an installation using the 6.22 setup program and makecab.exe (and maybe setver/dosver)

Er Why would you use Makecab with the MS-DOS Setup Files? DOS setup uses individule compressed files, not CAB Files. It just would not work!

With Dos 7.1 (Windows95):
Right-click that icon at the top left of your screen and choose Proerties. Then click the Windows Setup tab and press the button that will make a bootdisk for you. Have a DOS/Winodws formatted floppy disk ready and follow the prompts.
After you've made the boot disk, and used it to boot DOS 7.1 key in the command: FORMAT C: /S
This will format your C: drive (you lose all files everything tha was on it) and transfers the minimal DOS files to the drive (IO.SYS (hidden), MSDOS.SYS (also hidden) and COMMAND.COM). You can now boot into DOS 7.10.
If you ask yourself where you'll find the DOS utilities, the answer is you'll have to scavenge them from somewhere since they were most replaced with the graphical Windows-only versions. You'll still find 7.0 specific Himem.sys, Move, Xcopy and some others on your Windows cd, though.
Also when using older disk utils with DOS 7.x, don't use them with a FAT32 drive since they will mangle long file names. You'll find some updated DOS utilites by looking at the http://www.powerload.fsnet.co.uk DOS resource pages. There's a link there somewhere. Just be careful to make full backups before if you value your files and want to re-install Windows someday.
