Sir,
When i try to open ms-dos from windows98 it gives an error message saying : "A DEVICE ATTACHED TO THE SYSTEM IS NOT FUNCTIONING."
This message is displayed even when i give command to restart in MS-DOS mode.
which device does it indicate ..how can i know this?
I do not have any problems in opening any other application.
Kindly help.

In most cases such problem results from the corrupted Command.com file in C:\Windows folder (or in whatever folder you have Windows installed). Because you can successfully load Windows I suggest the copy of Command.com in the root of C: drive is intact. Try to copy Command.com file from the root of C:\ drive to C:\Windows folder.
