Valerie. Your link is very interesting. MS does not seem to say what the 2.5 mb file is, except setup.
Is this the actual MS.DOS6.22 operating system ?
Does this mean one does not have to buy a set of the floppies on Ebay to legally own and operate MSDOS6.22 on a computer

No, it's an upgrade to 6.22

"To use the MS-DOS 6.22 Step-Up, your computer must be running MS-DOS 6, 6.2, or 6.21 in the same language as this version of the STEPUP.exe file."

It upgrades an existing MS-DOS 6xx version to 6.22 - period.

M$ is not in the habit of providing free downloads of their Operating systems, no matter what the vintage.

Microsoft marketed a MS-DOS 6.x UPGRADE for older versions of MS-DOS 3.0 to 5.0 which you had to pay for.

When MS-DOS 6.0 was replaced by 6.2/6.21/6.22 they made MS-DOS STEP-UP Disks available Free of Charge. But you need a earler version of 6x installed for them to work. They are not complete files only fragments to be patched by STEPUP.exe They are of no use otherwise.

Farl - jboy & Mick C have answered your first question.

MS still holds the copyright to all its OS's so one has to buy an OS from somewhere to be legal. It is possible to obtain an OS by other means but the legality drops into a very very grey area.

There is a fourth floppy for MSDOS6.22, i think it is free ... accesibility for handycapped persons with some interesting tools. "supplemental disk for dos 6" somplace at microsoft ftp.
